His Highness Prince Mark of Markonia is sovereign of Markonia.
Under the Constitution, the sovereign is both head of State and head of Government. In this role, the Prince is both a visible symbol of national unity and a holder of executive authority.
The Prince appoints the members of the Cabinet, who lead the day-to-day running of the government, but he remains ultimately responsible for upholding the Constitution and the rule of law.
Reserve Powers
In addition to the general responsibilities of running the Government, the Prince also has a number of specific reserve powers conferred and limited by the Constution:
- To command the armed forces and commission its officers
- To conduct foreign relations, international treaties and legally binding agreements may be concluded with the consent of the Cabinet
- To appoint Ministers of the Cabinet
- To assent to Laws
- To declare war and make peace, with the consent of the Cabinet
- To levy taxes, with the consent of the Cabinet
- To declare a state of emergency during which the sovereign has a number of special powers
- To grant reprieves, clemency and pardons
- To delegate authority to such groups necessary or desirable to provide services to the people or government
- To naturalise new citizens
- To issue and manage currency
- To determine and control symbols of state
- To establish and prescribe the order of precedence
