The following policies underpin how the government acts.

Universal Non-Aggression

The Government reserves the right to defend the integrity of Markonia from any hostile incursion by a foreign power using any reasonable and necessary force. Nothing in this policy diminished that right. The Government does not seek territorial expansion or the acquisition of resources through military means.

 

The Government will:

  • assess and monitor the relative threats to national security
  • provide for the necessary and appropriate defence based on the actual threat
  • not exercise its forces in such a way as to be perceived to be posturing or pose a threat to other countries
  • not send its forces outside the territories of Markonia.

The Government will encourage all other countries to adopt the same and welcomes good neighbourly relations with all countries.

Zero Personal Taxation

The Government believes in minimal interferance, the rights of the individual and a free market. The greatest expression of this is freedom from mandatory taxation. Whilst the Government reserves the right to make charges for discretionary services, expenditure on Government business will be funded through enterprise and philanthropy.

 

The Government will:

  • publish a tax code to the effect that there is no direct mandatory taxation
  • make charges on a cost-only basis for discretionary services
  • establish organisations for the purpose of investing in commercial activities
  • use the proceeds from commercial activities to fund Government activities
  • take a prudent approach with regards to financial risk in commercial activities

The Government further reserves the right to adopt extraordinary measures in the event of war or declared emergency.

Open Immigration

The Government seeks to maintain the integrity and sovereignty of Markonia and believes that the key is to ensure a continual population. Therefore, the Government welcomes and encourages applications for citizenship from all and any who share the Markonian values.

 

The Government will:

  • market Markonia and the benefits of citizenship
  • streamline the application process
  • process all applications in a timely fashion.

Applications for citizenship can be made online via the Immigration Commission's fast-track service Citizenship4U.

Nuclear Non-Proliferation

The Government recognises the benefits of civilian nuclear energy but deplores its weaponisation. The severity and indiscriminate nature of destruction is unacceptably disproportionate to any strategic or tactical military objectives. Markonia does not have nuclear weapons and does not seek them.

 

The Government will not:

  • develop nuclear weapons technology
  • allow Markonian resources to be used in the development of nuclear weapons
  • allow nuclear weapons to be stored or transported within Markonian territories
  • trade with any government or organisation in parts or services pertaining to nuclear weapons
  • use nuclear weapons under any circumstances.

The Government will encourage all other countries to adopt the same and supports the International Treaty on the Non-Proliferation of Nuclear Weapons.

Municipal Utilities

The Government believes utility services, including: electricity, gas, water, sewerage removal and the internet, and the infrastructure and communication networks to deliver them, such as utility pipelines and internet connections, should be equally available to all citizens.

 

The Governement will:

  • hold in trust all infrastructure and networks distributing utility services from suppliers to users
  • maintain and enhance all infrastructure at world class standards
  • ensure fair access to all users and equal competition to all suppliers
  • ensure all suppliers provide universal opportunity to access services delivered through government owned infrastructure and networks.  

Protection of the Symbols of State

The Government understand the importance of symbols in relation to statehood. Symbols such as the national flag, coat-of-arms and even currency embody the integrity and dignity of a country and bring pride to its people. Consequently, they must be protected and treated with reverence by all.

Article 4.14 of the Constitution empowers the sovereign to, "instigate, authorise the use of, alter and cancel all symbols and insignia of State."

 

The Government will:

  • set out regulations for the correct use of symbols of state
  • monitor use of the symbols and take action against those who misuse them or cause them to be brought into disrepute.
