Not strictly custard, more accurately a non-newtonian fluid speedbump. Custard is an example of a non-newtonian fluid, there are other non-custard examples.
A non-newtonian fluid is liquid under normal circumstances but solidifies under pressure. Thus, if used in a speedbump under the correct pressure it would be liquid when driven over slowly causing no interferrance to the driver who correctly reduces speed. If, however, the driver fails to slow and drives over the bump too fast the liquid solidifies and functions as a traditional solid speedbump. It rewards slow driving and penalises fast driving.
Furthermore, if an emergency vehicle passes they will still need to slow to the requisite speed but then may pass over without the jolt that comes with a traditional bump even when going slowly.

It consisted of a figure of eight shaped flexible tray with a funnel and flexible tube to direct the liquid away.
